It's possible that the check may have masked the firmware bug, by causing the kernel to choose not to bother taking a copy of that particular ROM.

I've e-mailed a contact at HP to see if I can get in touch with the people responsible for that particular UEFI firmware build. In the meantime, it would be really helpful if you could get a dump of the contents of the EFI_PCI_IO_PROTOCOL structure.
