Is the procedure same in network booting windows PE?

Hard to say, really, without knowing a bit more technical details about the netbook you have. Is it using legacy BIOS or UEFI? Does it have an internal or USB-based network adapter? If you have your network set up for networking booting (see http://networkboot.org/ if you don't) you should be able to use the http://ipxe.org/howto/winpe tutorial to get it working.

I'm using legacy BIOS and have USB-based network adapter. Anyway, thanks for the links. I will just check it there.
