Figured this out late last night. I was able to enable the desired functionality by editing /etc/iscsi/iscsi.initramfs to remove the static iSCSI target information and replace with "ISCSI_AUTO=true"... |

If I do this I get the failure shown at the end:
iPXE> ifconf
