GRUB has the ability (predating CONFIG_EFI_STUB) to treat the kernel as a bzImage rather than an EFI executable. This enters the kernel via a different path, which probably bypasses the code we're looking at in eboot.c.

To test the kernel's EFI stub path without using iPXE, you could try to start the kernel directly from the UEFI shell.
