Have you contacted the virt-install developers? sounds like a bug that should be reported to them.

Refer to the official built http://boot.ipxe.org/ipxe.iso to have a reproducable testcase, and please report any feedback you get back here.

Which version of virt-install are you using? and how would we go about to reproduce the actual issue you are having?
