The Windows setup timesout before the network interface gets a DHCP address. Even though you see the ip address, there are some more things the adapter is doing before returning success to the setup process which timesout.

A wireshark trace of the interaction between the DHCP server and the client machine on which you are running iPXE would be of great help if you can provide one.

How is the client machine connected to the DHCP server ? If it is connected through a switch, then try connecting it back to back and see if it gets the DHCP address quickly.
