Exactly the same here on a DL360 Gen9.

iLO; 2.40
System ROM: 2.00 and 1.50 (tested with both)

Tried custom HP image 6.0 with U1 and U2.

I've got EXACTLY the same errors as you have and a nearly identical boot.cfg

Not found a workaround or solution yet.
