I would guess that the SIZE command is not supported at all in your ftp server, searching for info about the issue and vsftpd the only issue i can find is in regards to a possible DDoS attack in ASCII mode which could be "disabled" by adding ascii_download_enable=YES however we already know that TYPE I is sent before SIZE meaning that binary mode is already enabled.

Are you absolutely sure your RT-N18U router uses vsftpd? and if so which version is it using?
